Role Overview

 

The  Senior Manager Duty Opitmization role will be responsible for the professional handling, strategic directional oversight, and daily execution of Richemont’s duty drawback and duty optimization programs. Scope includes but is not limited to duty recovery programs such as direct ID and substitution drawback, as well as duty avoidance programs 9801, 9802, and movements in and out of Richemont’s Foreign Trade Zone facility in Grand Prairie TX.

 

Responsibilities

 

Implementation and management of US Export master database:

  • Define and articulate the data elements required to construct a database suitable to store and manage all of Richemont’s export activity. Work with Richemont IT to develop,test, and launch the database.
  • Ensure population of US Exports into the database.
  • Capture duty drawback of all eligible pieces.
  • Annotation of all ineligible pieces with exact reason for ineligibility.
  • Coordination of duty drawback claims with 9801 claims to guard against double claiming.

 

Oversight and direct management of filing Direct ID and MPF duty drawback claims:

  • Manage large amounts of international shipment and customs data from multiple sources for the purposes of building drawback claims.
  • Conduct reviews of past periods to identify drawback-eligible pieces missed by internal drawback preparer.
  • Utilize drawback software to prepare, process and directly file electronic claims.
  • Validate data and information in draft system-generated claims reports against the actual transaction details as reflected in import and export paperwork.
  • Manage available accelerated payment levels under Company’s drawback bond.
  • Ensure that preparation, review and filing of all claims is in accordance with US Customs requirements and with Richemont’s written internal controls.
  • Prepare formal responses to requests from US Customs and Customs’ systems.

 

 

 

Strategically qualify, implement, and sustain additional duty recovery/avoidance opportunities.

  • Reinstate substitution drawback program. Determine parameters of engagement for
  • substitution drawback vs. direct ID drawback.
  • Expand use of 9801 program to incorporate export/re-import routines of heritage pieces which are currently out of view from Richemont logistics activities.
  • Determine the most appropriate program (direct ID or substitution) to support duty recovery for B2C routes and implement accordingly.

 

Lead continuous improvement.

  • Manage and professionally develop one direct report. (duty drawback claims preparer)
  • Work closely with outside counsel in development of substitution drawback program, compliance audits, duty reduction initiatives and annual assessment of drawback realization rates.
  • Develop and publish key metrics to demonstrate capture rate and cause and effect of existing and future duty recovery/avoidance programs.
  • Lead and coordinate efforts amongst regional/central trade compliance and operational teams to implement and improve routines which enable duty recovery/avoidance programs.
  • Improve efficiency relating to gathering trade data from internal/external systems partners.

 

Qualifications

 

  • 10+ years of experience filing drawback claims working within Customs Electronic Environment (ACE).
  • Leadership level experience of CBP compliance and drawback rules & regulations.
  • LCB with strong emphasis on duty drawback required.
  • Strong experience working with duty drawback matching software.
  • Exceptional analytical, written, & verbal communication skills.
  • Advanced level Microsoft excel skills.
